Dukat held the girl's work permit application in his hand.  It was all lies, of course. He must warn those incompetents in ore-processing to tighten their screening procedures. The DNA scan told the truth.  Kira Nerys, late of Pentha refugee camp, supected terrorist, up to no good on Terok Nor.  And also the daughter of his beloved Meru.  Nerys didn't look much like her mother, but the walk, the occasional tilt of the head as she spooned her soup brought back joyous-sorrowful memories.  From the upper level Dukat had covertly watched her for days now, hoping he wouldn't have to execute her.

But now he couldn't avoid it.  Vaatrick dead, his undercover collaboration network threatened--she knew, she'd killed him, she'd have to be silenced.  Unless.   Unless he took the case away from Cardassian security. Let someone alert her with clumsy inquiries, someone too naive to doubt her when she told a practiced lie.   There was still hope if he put his mind to it. The odd-ball shape-shifter.   Hmm.
